George Mason University Computer Science

Alumni Chapter

 

  1. Name
  2. The name of the organization will be the George Mason University Computer Science Alumni Chapter, hereinafter referred to as the Chapter.

     

  3. Goals and Purpose

The goals and purpose of the Chapter are:

  1. To unify the alumni of the Department of Computer Science (CS) in the interest of fellowship for personal and professional enhancement,
  2. To establish a medium through which the Chapter may support, advance, and strengthen the Computer Science department,
  3. To be a source of information and mentoring for undergraduates in Computer Science programs, and
  4. To be an active chapter of the Alumni Association of George Mason University and to support the goals and mission of the University and the Alumni Association.
  1. Membership
  2. All graduates of the Computer Science program will be eligible for membership. Membership will not be transferable or assignable in any manner.

    1. Types of Membership
    2. There will be three types of membership: Active, General, and Honorary

      1. General
      2. General members shall be any graduates of Computer Science programs and will be eligible for active membership. These programs include bachelor's, master's, and doctoral degrees in Computer Science (CS), along with the Ph.D. in Information Technology with a concentration in a Computer Science discipline.

      3. Active
      4. Active members shall be any general member who chooses to associate with the Chapter by submitting an application for membership to the membership committee. Such members shall have the right to vote in elections and the privilege of holding an elected or appointed office.

      5. Honorary

    Honorary membership may be conferred upon a person who renders or has rendered distinguished service or valuable assistance to the Computer Science Department or the Chapter. Such members need not be graduates of a Computer Science program. Any general member may submit names of candidates for Honorary Membership to the Officers. The Officers shall recommend candidates for Honorary Membership at the Annual Business Meeting. A simple majority of those present and voting shall be required to confer this type of membership. Membership of this kind is perpetual unless rescinded by a two-thirds majority of those present and voting at an Annual Business Meeting. Honorary members may attend meetings, debate, and participate in planned functions and programs, and serve on committees. However, they may not make motions, vote, or hold an elected or appointed office.

     

  3. Elected Officers
    1. Officers
    2. The officers of the Chapter shall be the President, Vice President, Secretary, and Treasurer.

    3. Duties of Officers
      1. President
      2. The President shall preside at all meetings of the Chapter. He/she shall have general supervisory authority over the affairs of the Chapter and perform such other duties as necessary. The President shall serve as the official Chapter Representative and report to the GMU Alumni Association affairs of the Chapter. The President shall have the power to appoint special committees that may be deemed necessary to conduct the business of the Chapter.

      3. Vice President
      4. The Vice President shall assume the duties of the President in the absence of that officer. The Vice President shall serve as a liaison between the Chapter and the Computer Science Department.

      5. Secretary
      6. The Secretary shall record the proceedings of all Chapter meetings and maintain all Chapter records. The Secretary shall assume responsibility for all correspondence concerning the Chapter and file reports as required annually by the George Mason University Alumni Association.

      7. Treasurer

      The Treasurer shall set up and/ or maintain an account through the George Mason University Alumni Association, which shall be at the disposal of the Chapter. The Treasurer shall receive, deposit, and disburse funds from said account. The Treasurer shall present a financial statement of funds at the Annual Business Meeting and file reports as required annually by the George Mason University Alumni Association.

       

    4. Elections
    5. All Officers shall be elected by ballot among the active members. The candidate with a majority of votes cast will be declared the winner. Should there be no majority, the two candidates with the largest numbers of votes will be submitted to a subsequent vote.

       

    6. Terms of Office

    All Officers shall serve a term of one year. No officer may be elected to the same office for more than two consecutive terms of office. Terms commence on July 1st. If an officer is unable to complete their term, it will be at the President’s discretion to either appoint or hold a special election for a replacement to fill the remaining term.

  4. Nominations and Elections
    1. Nominating Committee
    2. The elected officers shall appoint an active member, not running for an office, to serve as chairperson of this committee. Other members will participate on a voluntary basis. Annually, the committee shall present a slate of candidates to the active membership by mailed ballot. They shall oversee the election and announce the results at the Annual Business Meeting.

    3. Elections

    Elections are to be tallied from ballots received by mail, in person, or by proxy at the annual business meeting. Nominations from the floor at the Annual Business Meeting are allowed, provided the nominee is present and willing to serve.

  5. Meetings
    1. Annual Business Meeting
    2. An Annual Business Meeting will be held in June. Publication of date, time, and place will be mailed at least one month in advance to the general membership in any Alumni Publication.

    3. Officers' Meetings
    4. Elected Officers and appointed Directors shall meet when deemed necessary. Meetings shall be open to the general membership and shall be communicated to the membership at least two weeks in advance. Email notification shall be considered a valid form of notification

    5. Special Meetings
    6. Special meetings of the Chapter may be called at the discretion of the President, or by the Vice President. Special meetings may also be called by the general membership with a petition signed by at least 10 (ten) members. Call to these meetings shall be communicated to the membership at least two weeks in advance. Email notification shall be considered a valid form of notification.

       

    7. Meeting Rules

    Meetings shall be conducted in accordance with Robert’s Rules of Order. A quorum is implied if sufficient evidence of proper notice of the meeting exists. At all meetings, a majority vote shall be required to adopt any resolution unless otherwise specified in these By-Laws.

  6. Amendment of the By-laws

These By-Laws may be amended with prior notice by a two-thirds vote of the Active members present at the meeting at which they are considered.
